All the tire companies seem to have really sticky "summer" performance R tires but what is your alternative to these when it is rainy and cool up in the mountains?

Depends on your class. If you have to run a DOT tire, then Hoosier Radial Wet H20 would be the tire of choice in the rain. If you can run racing slicks then the equivalent Hoosier wet racing tire or Goodyear, Avon, etc. If you don't want a "racing" tire then the Toyo R1R's at full tread depth are great in cold rain. Haven't seen anything on how the new Z2's and Rival's compare in the rain. They have much larger tread blocks so I would think the R1R would still have the edge in the rain.
