I found what I was looking for. I was trying to find the stock boost pressure of an Sti, which was about 14.5psi.
I had a friend text me saying he raced some sti that had 17psi and he kept up with him. I dont believe it since sti's make over 300hp.

Depends on what the "friend" was driving. But, a stock STI is 300HP. I suspect a decently modified meatlovers version with extra boost, extra chip mods. and other goodies could be in the 400 HP range.
Better be in something serious to chase one.
