Getting New Car Log Book

I'm in the finishing stages of building a new SPO/GT3 car and am trying to streamline the log book/tech process. Who can I contact to find a National Tech Inspector in my area with whom I can get together for inspection and issue a log book for my car prior to showing up at the track for an event? I am located in Huntersville (north end of Charlotte).

I believe Sam Moore, who lives in the Charlotte area is a National Tech Inspector. I do know he works tech at the runnoffs.
