I went ahead and joined the SCCA at my first event at the 12 hour race but I have yet to receive anything in the mail from either the SCCA or CCR as far as membership. Is this a busy time of the year or is there something else I need to do.

It takes the SCCA 14+ business days to process the new applications once they get them. Figure in snail mail time, and a few other factors, it probably takes a little over 3 weeks. If the folks that mailed in the apps were busy (as we all are) it may have been another few days on top of that.

Took mine about three weeks.... not bad considering how many hands it goes through.
