Hey! SCCA member from TN region here.
Just read in Grassroots Motorsports magazine that you all will be hosting a hill climb event at Tail of the Dragon this year, June 23-24. But, I didn't see any mention of it on ccrscca website. Does anyone have a link to info / registration?
Also, I did see mention in previous years event that full safety gear is required. Can anyone elaborate on that?

Hillclimb is run under SCCA Time Trial rules. TT is part of the Club Racing group... so you need full safety gear, fire suit, nomex lined shoes, gloves. Car prep - LEGAL roll bar, harness, fire bottle. You also need a TT race license.

There is a TT car prep thread here on the forum. They have also just announced a HillClimb Novice program that can get you on the hill quicker. Also a thread here on that.

BTW, it is NOT the TAIL of the dragon hillclimb, it is the CHASING THE DRAGON hillclimb. Tail of the Dragon is copyrighted, trademarked, whatever, and we don't want to pay royalties, penalties, etc to the person who owns the name Tail of the Dragon. I am aware that GRM used an early pic that had "Tail of the Dragon" on it in the magazine. Thanks, Scott

What road is this on and is the surface smooth enough for a DSR car?

It is on Santeelah Dam Road. Blair Underwood ran his Cheetah DSR there. John Finger ran his FC-based Special, and Willie Stock ran an FC (I believe) as well. There were also come CFs, etc.
